Flea allergy usually causes itching on the back half of the body, but allergic dogs often react to other things too, and itching around the eyes is common with environmental allergies. Restarting flea prevention is important either way.
To protect his eyes until the vet visit, gently clean around them with lukewarm water and use a cone if he's rubbing hard enough to injure them. Avoid medicated human drops such as redness relievers; plain lubricating tears are fine. If he starts squinting or the eye looks cloudy, he may have scratched it and should be seen the same day. If cost is a worry, ask your vet about a payment plan, or look for a low-cost clinic, humane society clinic or veterinary school near you.
