Cyst Between a Shih Tzu's Toes That Won't Fully Heal

I was advised to put an Elizabethan Colllar on her which I have done. Its been about two weeks and it doesn't look infected, but it doesn't look good either.
Should this heal if I can keep the dog from messing with her foot?
I am very worried over this as she is all I have. If the Vet were to recommed removing the cyst surgically, which she hasn't done so far, how expensive is that going to be? I am on a very limited income. I want to get my little dog well somehow.
Should I try to cover the foot with a dressing of some sort, or what should I do next.
A lump between the toes is often an interdigital cyst, which is usually a deep infection around hair follicles rather than a true cyst. Keeping her from licking and chewing it with the cone is exactly right. Licking keeps it irritated and can let infection in. Since it hasn't clearly improved after two weeks, it's worth booking a recheck now. It may heal, but these lumps often need several weeks of treatment, sometimes with antibiotics chosen by a culture.
Ask your vet whether a swab or needle sample of the lump would help, and whether an allergy or other underlying cause might be behind it, as that is a common reason they come back. Don't wrap the foot tightly yourself. If a dressing is needed, your vet can show you how. Surgery is usually only considered if a lump doesn't respond to medical treatment, and costs vary widely, so ask for an estimate.
If cost is a worry, ask your vet about a payment plan, or look for a low-cost clinic, humane society clinic or veterinary school near you.
