A watery eye on one side often comes from irritation, a small foreign body, an eyelash or a scratch. If he's squinting, rubbing or the eye looks red or cloudy, see a vet the same day, because Chihuahuas' prominent eyes are easily scratched.
If the eye looks normal and he's comfortable, rinse with sterile saline and see your vet if it hasn't settled in another day or two.
