Chihuahua With High Urine pH After a UTI

Urine pH can rise to around 8 after meals, and on its own that isn't a disease. It matters most if there are struvite crystals or a urinary infection. Your second vet is right that cranberry isn't proven to prevent stones, and concentrated cranberry products contain oxalate, so some vets avoid them in dogs at risk of oxalate stones.
Adding water to her food is a good step. Ask your vet to recheck a fresh morning urine sample and culture, and to look at the protein result, which may need follow-up. A diet change is usually only needed if crystals, stones or repeated infections appear.
